Community Safety Enforcement Officer

Red Snapper Recruitment are recruiting for a Community Safety Enforcement Officer to support a District Council.

You will deliver a range of duties related to the investigation and enforcement of environmental crime including fly tipping, noise, dog fouling, littering and abandoned vehicles. Provide a reassuring uniformed presence patrolling public space, provide advice and take enforcement action to address antisocial behaviour issues and environmental crime.

Deliver the functions in a way that supports the Council’s vision to work together to shape our environment, drive our economy and support our communities.

Location – Swadlincote and surrounding areas.
Contract – 3 – 6 months.
Pay rate – £15.63 PAYE / £21.02 UMB per hour.

Main duties and responsibilities

  • To undertake the day-to-day activities of the Community Safety Enforcement Officer functions in accordance with corporate objectives and priorities and through the supervision of the Principal Community Safety Enforcement Officer. This will include;
  • Targeted ASB monitoring / patrolling following and liaison with Police and Safer Partnership;
  • Targeted litter / dog control patrolling in public spaces, parks and recreation areas and areas covered by Public Spaces Protection Orders;
  • Take responsibility for the gathering, recording, analysing and dissemination of data and intelligence to partners relevant to the work of this post;
  • Contribute to ad hoc Police and Community Safety initiatives.
  • To record and report data about daily operational activities to enable safer neighbourhood data to be reviewed and analysed by relevant managers and partners.
  • To identify problems and potential improvements in the appearance, safety, security and efficient operation of relevant areas and to take responsibility for reporting these matters for consideration and action of the relevant Council service or partner organisation.
  • To carry out interventions where required to deter vandalism, public nuisance, littering and other forms of anti-social behaviour and to liaise with the Police and other relevant local agencies to support this deterrence.
  • To serve fixed penalty notices relating to a variety of offences including littering, dog fouling, graffiti, abandoned cars, nuisance parking, etc.
  • To investigate offences contrary to legislation as authorised under District Councils scheme of delegation, conduct suspect interviews in accordance with the Police and Criminal Evidence Act, prepare prosecution files, to act as a professional witness and appear in court as required.
  • To encourage residents to take responsibility for reporting anti-social behaviour and to ensure, whenever possible, action is taken when such matters are reported.
  • To communicate with and provide prompt feedback to residents and the public to ensure that they know that antisocial behaviour is being addressed.
  • To undertake duties related to licensing for the keeping and breeding of dogs and the collection and management of stray dogs together with matters relating to animal welfare.
  • To work your contracted hours to an agreed rota and vary these working hours in accordance with the needs of the service and as agreed with your line manager.
  • To support other Council services by providing stewarding and other services at community / public events.
  • To deliver the Council’s regulatory functions under safer neighbourhood legislation to maintain and improve the quality of the environment.
  • Provide advice, information and attend meetings and training as required.
  • To comply with the Employee Code of Conduct and Ethics Standards.
  • To respect the sensitivity and confidentiality of any information that they may have access to regarding clients/customers in adherence with the Data Protection policies of the Council.
  • To undertake such other duties as may be prescribed from time to time that is commensurate with the experience of the post holder and the grading of the post.
    Person Specification:
     

  • C or above in at least 3 GCSEs including Maths and English or equivalent vocational qualifications
  • Previous experience in an enforcement / regulatory role.
  • Further qualification in a relevant subject (policing, law, regulatory compliance).
  • Ability to work anti-social hours including early mornings, late nights and weekends.
  • Ability to make regular foot patrols
  • Full, clean driving license.
  • Proven experience of providing services in a calm and assertive manner in confrontational circumstances 
  • Ability to effectively plan day to day activity to meet targets and service demands and to make the most of the available resources
  • Be supportive of the organisation including the ability to promote the Councils reputation with customers.
  • Proven ability to influence the behaviour of others, to be confident and assertive and to achieve win / win situations
  • Ability to build strong working relationships with colleagues and customers and resolve conflict situations
  • Ability to demonstrate a commitment to the principles of equal opportunities and fairness in service delivery and/or employment.
  • Responsive to customer requirements, including an ability to identify customers underlying issues, taking ownership to solve customer problems, making time for customers and achieving high standards of service
  • Ability to communicate effectively, including asking probing questions, good quality written communication and accurate production of legal documents
