The British Virgin Islands (BVI) is a UK Caribbean Overseas Territory located 60 miles east of Puerto Rico. To further develop the RVIPF violent and economic crime investigations capability and capacity, the Commissioner of Police is seeking to recruit for the position of:
Detective Constable – Financial Investigations
Successful candidates will be subject to the following terms and conditions:
1. Appointment to the Permanent & Pensionable Establishment after successfully completing three (3) years probation as a transferee.
2. Annual leave at 20 days.
SALARY RANGE:
US$47,088.00 annually, plus allowances of up to US$13,200.00 (based on experience & qualifications)
QUALIFICATIONS
Three (3) years working experience in financial investigations/confiscations, or a related area.
National Crime Agency Accredited Financial Investigator/Confiscator within the previous three years or similar formal Financial Investigation qualification.
MAIN RESPONSIBILITY:
- Collect, collate, evaluate and analyse information from a wide variety of internal and external sources to determine committed crime, criminal intelligence policing activities and law enforcement matters.
- Establish possible links between suspected offenders and committed crimes, illustrating evidential connections within criminal investigations, providing intelligence briefings, presentations, and recommendations to file criminal charges if needed.
- Analyse relationships between different entities to establish hierarchy and structure to identify intervention points, information gaps and further information requirements to facilitate the disruption of criminal or other related activities
KNOWLEDGE AND SKILLS
- Evidence of conducting complex financial investigation resulting in successful prosecution and subsequent confiscation/forfeiture of assets.
- Evidence of making applications at court for Production Orders, Restraint Orders, Confiscation Orders and Forfeiture Orders.
- Possess substantial knowledge of conducting financial investigation from Suspicious Activity Reports (SARs)
- Have proven experience of conducting inter-jurisdictional investigations using Egmont and MLATs.
- Creating case file
- Detailed knowledge of the rules surrounding the handling and dissemination of intelligence.
- Good oral communication skills with the ability to present evidence in court and to advise others in matters of financial investigation when required.
- Good written communication skills with the ability to produce clear, concise and accurate reports, including evidence for court.
- Ability to utilise available software in the design and preparation of reports, spreadsheets, graphs, charts and diagrams to meet with requirements of individual investigations.
- Able to assimilate and analyse large quantities of information and make sound judgements.
- Good planning, organising and time management skills with the ability to work under pressure and prioritise a demanding workload to meet legislative deadlines.
- Able to demonstrate a high level of integrity, diplomacy, tact and confidentiality, given the sensitive nature of the investigations within the department.
