Salary: SO8 or SO9 (£119,298 – £134,442 or £130,485 – £147,039)

Contract: Full time, permanent (based on island, relocation package available)

Red Snapper Recruitment are working with The States of Guernsey to find a candidate with a deep expertise in financial crime, strong leadership abilities, and the capacity to work in collaboration with local, national, and international partners, to undertake the Director role for the Economic & Financial Crime Bureau.

About the Role:

The Director is responsible for leading and managing the EFCB’s efforts to detect, investigate, and combat economic and financial crimes across the Bailiwick of Guernsey and internationally. These crimes include fraud, money laundering, tax evasion, terrorist and proliferation financing and corruption.

The Director, in conjunction with the Head of the Financial Intelligence Unit (‘FIU’), maintains strategic oversight of the Financial Intelligence Unit (‘FIU’).

The Director is responsible for ensuring the Bailiwick’s compliance with international standards to counter money laundering, the financing of terrorism and countering proliferation financing. This will include implementing recommendations from all external inspections such as MONEYVAL, and leading the EFCB’s preparedness for future inspections. The Director is required to ensure its outcomes are compliant with the standards as set by the Financial Action Task Force (FATF) and a range of conventions and associated international mechanisms.

Key Responsibilities:

  • Provide strong leadership and a clear vision in support of the strategic development of the EFCB and the FIU.
  • Develop and implement a strategic plan for the EFCB, and in conjunction with the Head of the FIU, a strategic plan for the FIU, focusing on the successful prevention, detection, investigation, and prosecution of economic and financial crimes.
  • Lead and manage a multidisciplinary team of investigators, legal professionals, support staff and external specialists, fostering a culture of excellence and accountability.
  • Ensure the activities of the EFCB and FIU are aligned with the ten strategic pillars developed by the Strategic Coordination Forum to deliver the National Strategy for Combatting Money Laundering, the Financing of Terrorism and Financing of Proliferation of Weapons of Mass Destruction.
  • Maintain and establish robust policies, procedures, and protocols that align with Guernsey’s legal standards and international best practices in financial crime enforcement as required by FATF standards, ensuring continued monitoring of levels of effectiveness.
  • Undertake management responsibilities, including staffing and other resourcing needs, and be accountable for ensuring that the EFCB operates within its allocated budget to ensure efficient and effective use of public spending and maximise value for money. Adhering to the States of Guernsey’s rules, directives and policies in this regard.
  • Ensure that the capability of the workforce continues to increase through regular training and professional development.

Requirements:

  • Over 10 years’ working at a senior management level with significant strategic leadership and operational experience in combatting cross-border economic crime and money laundering, or an equivalent level of experience in a commensurate field.
  • Strong leadership and management skills, with the ability to guide a diverse team ensuring high levels of performance and a culture of excellence.
  • Extensive experience in leading investigations into fraud, money laundering terrorist financing, proliferation financing, asset tracing and asset recovery.
  • A high level of understanding and experience of the criminal justice process, legislation, and the rules of evidence.
  • To be able to demonstrate practical knowledge and experience of all relevant international standards applicable to the Bailiwick (with a particular focus on FATF standards).
  • Experience of working with financial intelligence to identify viable cases of international standalone money laundering justifying criminal investigation.
  • Superior communication and interpersonal skills, with the ability to effectively engage with a wide range of stakeholders, including government officials, regulatory bodies, and international partners.
  • To perform to the highest ethical standards, with a commitment to upholding the law and protecting the Bailiwick’s reputation as a reputable leading offshore financial centre.
  • To demonstrate knowledge and senior experience in financial management and determining functional budgets, ensuring the effective use of public spending and maximising value for money.
