About the Role

As a Procurement Officer, you will support the Force Procurement Manager in delivering high-quality, proactive, and professional procurement services. Your role will focus on ensuring best value and effective use of resources across the Force.

This is a career-graded role, offering progression opportunities from unqualified to fully qualified levels, based on experience and professional development.


Key Responsibilities

  • Manage and complete tenders through the Force’s tender portal.
  • Provide advice and guidance on procurement processes to managers.
  • Generate reports and statistics from ICT systems.
  • Engage with stakeholders to lead procurement projects and support strategic initiatives.
  • Ensure compliance with European Procurement Directives, Public Contract Regulations, Health and Safety legislation, and Force Financial Instructions.
  • Draft, negotiate, and manage procurement processes, monitoring contract compliance.
  • Deputise for the Force Procurement Manager at meetings where appropriate.

Knowledge & Experience

Unqualified Level:

  • Studying for CIPS Level 4 Diploma and/or some procurement-related experience.
  • Ability to manage low-value tenders (up to £100K).

Part-Qualified Level:

  • Hold CIPS Level 4 Diploma and working towards Level 5 Advanced Diploma.
  • Experience managing higher-value tenders/projects (over £100K).
  • Ability to provide advisory services and lead enterprise projects.

Fully Qualified Level:

  • Hold CIPS Level 6 Professional Diploma or significant procurement experience.
  • Competent in leading complex, high-value procurement projects.
  • Ability to deputise for the Force Procurement Manager at regional/national forums.

Across all levels, you must demonstrate:

  • Strong interpersonal and negotiation skills.
  • Thorough knowledge of tendering processes and contract compliance.
  • Ability to work collaboratively and communicate effectively with contractors, officers, and staff.
